The Cabinet Division on Sunday issued a circular on the celebration/observance of national and international days. The government circular sets out a number of decisions on the observance of days.
Among the further decisions taken on the observance of days in general, other than national-level festivals, one is that decorations and large-scale variety shows must be avoided as far as possible.
However, there remains scope for holding seminars/symposiums on a limited scale and discussions on radio and television. Rallies/processions must be avoided on working days. And if any week is observed, its programme schedule must generally be kept limited to three days.
It has been asked to ensure, in the case of any programme adopted officially, that office activities are not disrupted. Efforts must be made to hold discussions or cultural programmes on holidays or after office hours.
General events that will not require the spending of money/resources in cash or in kind may be held on working days or on holidays. As examples of these, it mentions the publicising of messages from the president and the prime minister, flag hoisting (where applicable), indoor discussion meetings, discussions on radio and television, issuing press releases to newspapers and so on.
Bringing officers/employees to Dhaka from outside the capital/from the district level on the occasion of observing any day or week will be avoided as far as possible.
In order to maintain the continuity of savings in government expenditure, it is necessary for ministries/divisions to observe national and international days of a similar nature in their respective jurisdictions together on the same date, and in that case priority must be given to the celebration of the relevant international day. The ministries/divisions will, where applicable, send summaries on this matter to the Cabinet Division for presentation at the cabinet meeting. The observance of National Revolution and Solidarity Day on 7 November and a holiday have been declared in this new circular.
All ministries/divisions/agencies concerned have been requested to comply duly with the decisions. The circular mentions that the circular on the celebration/observance of national and international days issued earlier by the Cabinet Division on 11 March last has been cancelled.
