• Allegation of investing in a cattle farm by embezzling Tk 4 crore 38 lakh.
The Anti-Corruption Commission (ACC) has filed a case against two people on charges of embezzling Tk 4 crore 38 lakh from the vault of Agrani Bank and investing it in a cattle farm. Deputy Director Md Al Amin filed the case as plaintiff at the ACC’s Chattogram-1 district office at 11:30am on Monday. The prime accused in the case is Md Kamrul Hosen, 41, senior officer and cash in-charge of the East Corporate Branch of Agrani Bank at Laldighir Par in the city; the other accused is his associate, businessman Md Jafrullah Tanvir, 25.
According to the first information report, Kamrul Hosen contrived to remove Tk 4 crore 38 lakh from the bank’s vault at various times between 1 June 2025 and 9 August 2026. The report states that, being in charge of cash and the vault, he exploited the opportunity to control the accounting of the money. With that money a cattle farm named ‘Ishrat Agro’ was set up in the North Burishchar area of Hathazari upazila in Chattogram, which Tanvir was responsible for looking after.
The first information report states that on 9 August, while the bank’s accounts were being reconciled after the day’s regular transactions, a shortfall of Tk 4 crore 38 lakh was detected in the vault. The next day, on the instructions of the bank’s general manager (GM) for Chattogram, Mostak Ahmed, the two accused were detained and handed over to police.
The plaintiff in the case said that if the involvement of anyone else is found during the investigation, legal action will be taken against them too.
Meanwhile, the ACC has also filed a case against Mahbub Ur Rahman Ruhel, a former Awami League member of parliament for the Chattogram-1 (Mirsharai) seat, on charges of embezzling Tk 1 crore 12 lakh 36 thousand 117 of government money and illegally occupying railway land. Ruhel is the son of the late engineer Mosharraf Hossain, a former minister and Awami League presidium member.
That case was filed on Monday at the ACC’s Chattogram Integrated District Office-2 by Tapchir Billah, deputy assistant director of the same office.
The first information report says that in 2016 the accused had applied to the railway for a long-term lease of 3.75 acres of land in West Hinguli mouza of Mirsharai upazila to set up an environment-friendly cement, sand and hollow block factory. But before the lease was granted he forcibly occupied that government land and built a semi-pucca factory and a two-storey office building there.
Background
The sequence of events after the shortfall was detected is known from a report in Chattogram Pratidin. According to the newspaper’s report of 13 August 2026, when general manager Mostak Ahmed filed a case at Kotwali police station on 10 August, police arrested Kamrul Hosen and Jafrullah Tanvir and the court sent both to jail; several other unidentified people were also named as accused in the case.
According to the same report, two mobile phones and a 64GB pen drive were seized during the investigation, which contained records of WhatsApp communications and information.
The numbers
Chattogram Pratidin’s report of 13 August 2026, citing Kamrul Hosen, said he used to make the vault look full by keeping Tk 100 notes or smaller inside bundles of Tk 1,000 notes; the ‘Ishrat Agro’ farm set up with that money had between 50 and 60 cattle.
