Deputy Speaker of the Jatiya Sangsad Barrister Kayser Kamal has admitted that there were some irregularities and flaws in the Family Card programme. He said those mistakes have been corrected and the programme started afresh as per the prime minister’s instruction.
According to him, one learns while working and he is hopeful that the earlier mistakes will not be repeated. However, he also warned that those officials who do not learn from the past will be taught a lesson.
The Farmer Card was inaugurated simultaneously in eight upazilas of the country through video conference on Thursday afternoon. The deputy speaker said these things while present at the event held on the Susang Government College ground, organised by the Durgapur upazila administration of Netrokona.
Kayser Kamal said Durgapur has also become a partner in the inauguration of the Farmer Card and, according to the information received so far, no flaw has occurred here. He also said the government has taken a zero tolerance policy in the distribution of the Family Card and Farmer Card.
He said these two cards must be distributed free of corruption, irrespective of party, opinion, path, nation, religion, caste and group. The deputy speaker mentioned that this is the prime minister’s expectation and instruction.
Calling upon the local administration and elected public representatives to stay alert in this matter, he said there is no scope to view the present administration as the same as the administrative culture of the previous decade and a half.
Referring to bureaucratic complexities, he said although various grants are allocated for the people, local members of parliament often cannot learn of them immediately. It is the primary responsibility of the local administration itself to inform local public representatives about grants that come for the people.
He said instructions will be given to take departmental punitive action against those concerned if there is any deviation in performing this responsibility. The deputy speaker mentioned that the people too can file criminal cases against them if necessary.
Earlier, he visited various educational institutions and also spoke about the attendance of teachers. Kayser Kamal said many things happened in the past; lessons will be learnt from those experiences and the past will be forgiven. However, action will be taken against any official or teacher if they do not learn from the past.
Deputy Speaker Barrister Kayser Kamal was the chief guest at the event. Present were Dr Anwarul Haque, member of parliament for the Netrokona Sadar-Barhatta constituency and district BNP president, Dr Rafiqul Islam Hilali, member of parliament for the Kendua-Atpara constituency and district BNP general secretary, Deputy Commissioner Khandaker Mushfiqur Rahman, Zila Parishad administrator Advocate Nuruzzaman Nuru and local leaders and activists.
