Law Minister Md Asaduzzaman has said an initiative is being taken to introduce a lottery system for the posting of sub-registrars in Dhaka city. He said this on Saturday at the inaugural ceremony of a workshop on the use of online divorce and nikah registration software at the BRAC Learning Centre in the capital.
The law minister said that as the sub-registrars of Dhaka city have been in the same place for a long time, lobbying comes from various quarters whenever an attempt is made to transfer them. To get out of this situation, an initiative is being taken to bring their posting within Dhaka city under a lottery system. He said steps would be taken in this regard in compliance with the rules and regulations.
At the event, he also spoke of a plan to preserve online marriage and divorce registration information and link it with the national identity card (NID) and passport. According to the minister, marriage registration information will be linked with the NID and passport in phases; once this information is linked centrally, it will be possible to get various information about a person through a single system.
He said help would be available in preventing child marriage and polygamy by using online marriage and divorce registration information. If a person, after marrying in one place, conceals the information and tries to marry again elsewhere, his earlier information will be visible online, so it will be possible to verify the matter of registering another marriage without the previous wife’s permission.
The law minister further said that if marriage registration information is available online, even if multiple claims are raised by a person’s wife or children after his death in the future, they can be verified through the registered information. He mentioned that this would reduce the scope for lawsuits over such claims and would not create additional pressure on the state either.
Saying that the information preserved online would also be useful in the case of people staying abroad or needing to go abroad, he said that if someone goes abroad and wants to take his wife along, it will be possible to verify the information online from the country concerned, and who the person’s real wife is can be known quickly.
The minister said that in various countries people’s important information is linked with the national identity card. In Bangladesh too, a system is being developed to link various information through the NID number. If marriage registration information is also linked with the NID and passport, it will be possible to get a person’s information centrally.
